The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are issued from multiple capitals. Considerable effort is devoted on managing certain initiatives. By night, Moscow clearly shows the world that, for them, military action persists as the primary tool for achieving "peace".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capability enabled by timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons flew past – advanced fighter aircraft delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by partner states. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a automatic firearm fired at a drone close by, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its target.

With pauses, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's vital need on external assistance – a dependence that neighboring countries are demonstrably unable to replace in the immediate future.

Failed Diplomacy

The 28-point plan from US administration provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new proposal from American administration adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership works based on a assumption well known to seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The White House presumes that it is impossible to pressure the Kremlin to surrender the territory that it presently holds in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does little to discourage Russia, through statements or actions, from thinking that the situation will not shift further in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but averting a total frontline collapse until circumstances change in its favour.

Existing Situation

Objectively, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Assessment and Future

It took a just a single week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
